The creed of the left?

This blog placed the following in blockquotes, but I don't know whom is being quoted:
If it’s good, the government should subsidize it. If it’s bad, the government should ban it. If outcomes are in any way perceived by any group to be sub-optimal, then the government should regulate it. Anyone who opposes these bans, subsidies, and regulations must therefore be a supporter of bad outcomes, hate poor people, want people to get sick and die, etc.

I think it was Reagan who said this about government's approach to business: "It if moves, tax it. If it keep moving, regulate it. When it inevitably stops moving, subsidize it!"

Yes Reagan did say that. He sure was one of the good guys. We need another George Washington don't we?
