Who was more conservative, George W. Bush, or Ronald Reagan?
Peter Wehner, who served in both administrations, gives us this analysis in Commentary Magazine.
But Reagan never had the friendly Congress that Bush enjoyed for most of his administration. Imagine what Reagan might have done if he didn't have to constantly fight Tip O'Neill on every single issue.
