Which National Review writer does this bring to mind?

The crime: two white employees of the local newspaper stopped at a red light at night in a black neighborhood. They were beaten by "wave after wave of young black teens." The newspaper did not report the incident for two weeks, and even today have not reported it as a crime, but as an opinion piece. Yesterday the publisher of the newspaper was approved as Deputy HUD Secretary. His picture is the one you see above this post.
