Women in combat

Dick Cheney had always been in agreement with the policy of women not serving in combat. However, he writes in his book In My Time that the wars in Afghanistan and Iraq have caused him to "adjust" his thinking on the subject. We need to have the most competent soldiers fighting, and sometimes that will be a female soldier. How do you know where the "front" lines are in fighting terrorists?
