Budget "flexibility"

Democrats who are members of the Congressional Progressive Caucus (CPC in this graph) are proposing an amendment to the House GOP budget. It would raise taxes on the middle class beginning in 2017. Presumably this is the kind of "flexibility" Obama is expecting if he wins re-election in November.
