Are we underreporting Covid-19 cases? If so, does that mean we are now in herd immunity?

In the Ace of Spades blog, CBD links to a report in SF GATE:
Large-scale Santa Clara antibody test suggests COVID-19 cases are underreported by factor of 50-85 "Large-scale antibody tests are expected to give researchers an idea of just how widespread the outbreak is, and preliminary results from the first such test in Santa Clara County suggest we are underreporting cases by at least a factor of 50."

Very interesting, and if it is borne out by other studies then the death rate is much lower than suggested, and we are probably closer to herd immunity.
