US troops to West Africa to contain the Ebola outbreak

While I was cutting my fruit and vegetables for tonight's meal I turned on talk radio, as is my custom. The news came on. The newsman said the Defense Department is sending 4000 troops to West Africa because of the Ebola outbreak. The newsman quoted some official as saying that the troops will not be anywhere near the virus. Do you believe that? Why are the troops being sent there?
