Benghazi survivors signed non-disclosure documents?

Fox News is reporting that Rep Wolf of Virginia has written to Secretary of State John Kerry, asking him to explain why the Benghazi survivors have all been asked by the Obama administration to sign non-disclosure agreements. What happens if they don't sign? No retirement pension? Supposedly, there are 33 federal employees who survived the September 11, 2012 attack.
