Chinese elementary school math test

Sundance at The Conservative Treehouse gives us a math test given in elementary schools in China. Can you figure it out? I failed miserably.



TWO HINTS:

1) Each element has an individual value.
2) Chinese are sneaky.
ANSWER BELOW.


10 + 10 + 10 = 30

10 + 5 + 5 = 20

5 + 4 + 4 = 13

10 + (3 x 2) = 16

[Each cat is 3 each whistle is 2]

Each cat is 5, not 3; therefore,
the correct answer is 20, not 16.

No, each cat is 5. The answer is 20 (10+(5*2))...
