Here's something to think about, a couple writers reflect on Upton Sinclair's novel "The Jungle", however they came to conflicting conclusions, one that the reforms were "sweeping" and apparently effective, and the other that reforms were superficial and impotent. As is typical these days, neither of them listed sources or verifiable specific details. The only conclusion I can come to is that the truth is somewhere in the middle.
