Why has General Ham been replaced?

Did you know that General Carter Ham has been replaced as head of U.S. Africa Command? James Robbins writes about it today in The Washington Times. General Ham would have been the one who could have brought in troops and aircraft to save American lives in Benghazi on September 11.
