Islamic doctrine and acts of terror

Russia warned the F.B.I. about Boston Marathon bomber Tamerlan Tsarmaev. The F.B.I. interviewed him, but then did not alert local and state authorities.
So it would seem that Russian/U.S. cooperation is not what we need more of, if we are to prevent so-called “lone wolf” terrorist attacks. Rather, we need more cooperation between the FBI and local law enforcement. But what we need most is a greatly enhanced program for educating law enforcement about what jihad means, where it comes from, who promotes it, and how to spot it. We would have had such a program long ago were it not for the baleful influence of the government’s “Muslim outreach partners,” who have convinced government officials that there is no connection between Islamic doctrine and acts of terror.
