Where was the Secret Service?

I just saw a replay of a video showing the "journalist" throwing his shoes at President Bush. Right after he throws the first one, he kneels down to get his second shoe. Where was our Secret Service? They should have been all over that guy immediately after he started to throw the first shoe!
