Failed to death

In Colorado investigations of child abuse and neglect are done by caseworkers who work for counties, not the state. Yet, when families come to the attention of county caseworkers through someone reporting abuse or neglect, after being contacted by caseworkers, they often move to another county. That happened to one little boy, who was locked in a closet and starved to death. The Denver Post ran a week-long series of investigative reports beginning on November 11, 2012. Since that time fifteen more children have died from abuse and neglect. Twelve of those children were known to county caseworkers.
