Do-gooders cause prices to rise

The Denver Post has a story today about one consequence of bans on plastic bags at grocery stores. Carbondale, near Aspen, only has one grocery store. People just walk out with their items in the plastic hand-carried shopping baskets, when they do not wish to pay 20 cents per plastic bag or $1.00 for a reusable cloth bag. Whom do you suppose will bear the cost of replacing the hand-carried shopping baskets?
