Gun store notified authorities, who did nothing to protect the citizens of Orlando. Why?

Larry O'Connor at Hot Air brings us a video from ABC of a gun store owner in Florida who says Mateen tried to buy body armour in his store. When the salesman told Mateen the store does not carry that particular kind of body armour, Mateen got on his cell phone and talked in another language to someone. The store immediately notified law enforcement. The government bureaucrats did nothing to protect the citizens of Orlando. Why?
