What will be the impact of the Snowden leaks on international relations?

Joshua Keating argues in Slate that the Snowden leaks will have a greater impact than Wikileaks. For one thing, reports that we tapped cell phones of leaders in Brazil, Mexico, and Germany have caused problems in our relations with those countries. Now the Guardian is reporting that the U.S. monitored the phone conversations of 35 other world leaders.
