Snowden: whistleblower or traitor?

Mario Loyola points out that Obama has now given Edward Snowden whistleblower status. How? By announcing plans to reform the government's global surveillance program. Loyola argues that Snowden is not a whistleblower, because he did not reveal anything unlawful. He believes that Snowden should be captured, then tried for treason.
