Who pays attention to the Fourth Amendment?

Is the Fourth Amendment to our Constitution worth anything any more? Throughout our history it has kept government from overreaching. But it has been slowly denigrated to the point where it doesn't seem to mean much any more when zealous officers of the state want to find some dirt on American citizens.

Justice Scalia articulates the issue much better than I in his dissent to a recent 5-to-4 Supreme Court decision deciding that the police may take DNA samples from people arrested in connection with serious crimes.
