Excavating while high

A heavy equipment operator, whose toxicology report indicates he was high on marijuana, has been charged in the deaths of six people in Philadelphia. The building he was excavating fell on a Salvation Army Thrift Store. His lawyer says he is a fine, upstanding person who is very professional about the way he goes about his excavating work. His record, however, shows that he has twice been sentenced to prison after being convicted on drug trafficking charges, and has been arrested eleven times since 1994.
