Is it time to bring back hospitals for the mentally ill?

I have been thinking about the shootings in Boulder. Here are some comments from a commenter named Ausonius in the Last Refuge blog.
Ausonius March 23, 2021 5:03 pm “Motive”! AGAIN, idiotic media types do not know that a paranoid schizophrenic’s “motives” are IRRATIONAL! The mental illness is the motive! And why are paranoid schizophrenics allowed to be loose on the streets? Because DEMS and RINOS suddenly decided in the 1980’s that “THE MENTALLY ILL HAVE RIGHTS!!!” (They do, of course, but the kind of rights which the DEMS and RINOS have given them should be taken away from them.) And so, “non-violent” mentally ill people were let loose from the state hospitals, told to visit clinics to get the new psychiatric drugs, and the hospitals were closed down, because the idiotic politicians had just seen One Flew Over the Cuckoo’s Nest and mistook it for a documentary! 😉 (Okay, I exaggerate, but the hyperbole is close enough to reality.) PROBLEM: Mental illness is unpredictable ipso facto. Therefore, today’s non-violent fantasist can become tomorrow’s mass shooter. I have seen estimates that nearly 1 million mentally ill people should be hospitalized, i.e. the homeless situation would be nearly solved, if the mental hospitals were re-opened.
