Who or what can intervene to stop the Fourth Branch of Government from operating unilaterally?

The Legislative Branch (SSCI) created the Intelligence State, the Fourth Branch of superseding government. The Executive Branch (FBI, DOJ, NSA) control the Fourth Branch of superseding government. The Judicial Branch (FISA Court) is the facilitating approval apparatus for the Fourth Branch.

Who or what can intervene to stop the Fourth Branch of government from operating unilaterally?

From the comments section of the Conservative Treehouse, Charles Dodgson writes, I think what Sundance is saying here with the word “superseding”, is that the 4th branch is already operating unilaterally, and uses the other three branches to provide a superficial appearance that they are being governed. However, the 4th branch in fact actually appears to be controlling the other three branches as well.

The interesting question to me is, who is in fact controlling the fourth branch? What person or entities are really calling the shots? Is it just a Hydra of like minded people? Or is there a small shadowy group of evil overlords that pass the orders down? I kind of suspect the Hydra, but maybe not. The older I get, the more I realize that conspiracy theories are actual fact and maybe the most outlandish ones still underestimate reality.
