Ethics of government-funded researchers questioned. Babies die or go blind.

The government funds a study. Prestigious universities like Duke and Yale take part. Families of premature infants participate. The families are told of the possible benefits of the study, but not the potential risks. Some babies are given low levels of oxygen. Some are given high levels. The babies on low levels had higher incidences of becoming blind, having brain damage, or dying. The babies on high levels of oxygen did better. Duh!

Now a government watchdog agency has questioned the ethics of the researchers. Duh!

What would convince a parent that participating in such a study would be a good idea? Were they paid money?
