A furious judge

The jist: Mom was a druggie (meth and marijuana), children were removed, mom completes parenting and substance abuse classes, children are returned. The child's older sibling, a three-year-old who is non-verbal, gets a "non-accidental injury" behind his right ear. The county Social Services does not investigate, despite the mother's history of child neglect and drug abuse. Three days later the younger sibling is murdered by the live-in boyfriend.
